Make sure your apartment manager is covered for Workers' Compensation Insurance. It is the law even if you give them free or reduced rent you MUST provide them this coverage. You may be fined up to $10,000 a day for not carrying the coverage.
Your agent can usually get you several quotes to choose from depending on the number of employees you have working for you.
Workers' Compensation rates are based off of your annual payroll. If the apartment manager receives free rent then you would use that as the payroll (x 12 months).
Call your agent for a Workers' Compensation quote. Your one manager who gets reduced rent or free rent is entitled to Work comp benefits. You can also call the State Compensation Insurance Fund directly for a quote. The State Compensation Insurance Fund can give you credits if you belong to certain groups ie: (AOA) apartment owners Association. This can be a huge savings.
